Q4 2026 WPS Calendar: 1 November Is a Sunday, 1 January Is a Public Holiday — When Does the Money Actually Have to Move?
Under Resolution 340 the 1st of the month is the WPS due date, and several sources say there's no roll-forward for weekends or holidays. Q4 2026 tests that: 1 Nov is a Sunday, 1 Dec sits before National Day, and 1 Jan 2027 is New Year's Day. A dated close calendar for each.

Most WPS guidance explains the rule and stops there: under Ministerial Resolution No. 340 of 2026, wages for the preceding Gregorian month are due on the 1st of the following month, a payment after that date is treated as delayed, and an establishment is compliant if at least 85% of total wages clear by the deadline. What almost no one does is turn that rule into a dated calendar — which is exactly what a payroll team needs when the 1st lands somewhere awkward.
Q4 2026 lands awkwardly three times in a row. The October salary is due on Sunday 1 November. The November salary is due on Tuesday 1 December, the day before UAE National Day. And the December salary is due on Friday 1 January 2027 — which is also New Year's Day. Each of these raises the same question: if the due date is a weekend or a public holiday, when does the money actually have to move?
This guide works through each close with a backward calendar, and is honest about the one thing the rule does not settle cleanly.

The rule, and the one thing it doesn't settle
Start with what is clear. Under Resolution 340:
- Wages for the preceding month must clear the WPS by the 1st of the following Gregorian month.
- A transfer after the 1st is treated as delayed.
- An establishment is treated as compliant if it transfers at least 85% of total wages due by the deadline, with any shortfall explained by lawful deductions.
Now the part that is not settled cleanly. Several sources state there is no business-day roll-forward — that the 1st is the 1st regardless of weekends or public holidays, with no automatic extension to the next working day. Other outlets are simply silent on the point. We have not found an unambiguous official statement granting a roll-forward, so the safe planning assumption is that there is none: treat the 1st as a hard date and make sure the money has cleared by then, even when the 1st is a Sunday or a holiday.
The complication is operational rather than legal: whether a transfer settles on a weekend or public holiday depends on your bank or exchange house, not on MOHRE. Banks and exchange houses have their own processing calendars, and many do not process WPS transfers on weekends or public holidays. So the real question for each Q4 close is not just "what is the due date" but "what is the last day my agent will actually process the transfer so it clears by the due date." Confirm that with your WPS agent or bank directly — do not assume a settlement time.
The backward calendar, explained once
For each close, work backwards from the due date through four checkpoints:
- Approval cut-off — attendance, leave, overtime and variable pay finalised; payroll run and approved.
- Funding — the WPS agent or bank account funded with cleared money, not an instruction that itself takes days to settle.
- SIF submission — the validated Salary Information File submitted to the agent.
- Processing buffer — enough working days for the bank or exchange house to process and confirm the transfer before the due date, skipping any weekend or holiday on which they do not process.
The buffer is where Q4 bites, because each due date has a non-working stretch sitting right in front of it.
October salary — due Sunday 1 November 2026
The due date is a Sunday. For most UAE banks and exchange houses, the working week runs Monday to Friday, so a Sunday due date means the transfer realistically has to clear on or before Friday 30 October 2026, with Thursday 29 October as the safer target. Do not plan to "pay on the 1st" here; the 1st is a non-processing day for many agents.
Suggested backward calendar:
- Approval cut-off: by ~20–22 October, so data is final with room to fix errors.
- Funding + SIF submission: by Wednesday 28 October.
- Clear by: Thursday 29 / Friday 30 October, giving a buffer before the Sunday due date.
The trap: a team that funds on Thursday 29th expecting Sunday-the-1st settlement may find the agent does not move money over the weekend, and the payment clears Monday 2 November — one day late.
November salary — due Tuesday 1 December 2026 (National Day is 2–3 December)
The due date itself, Tuesday 1 December, is a normal working day — so this looks like the easy one. The risk is what sits immediately after it: UAE National Day on Wednesday 2 and Thursday 3 December 2026. There is no margin on the far side of this due date. If anything slips and the payment misses Tuesday the 1st, the next processing opportunity may not be until after the holiday, turning a one-hour delay into a multi-day one.
Suggested backward calendar:
- Approval cut-off: by ~20–22 November.
- Funding + SIF submission: by Thursday 26 November (Friday 27th as the outer limit).
- Clear by: Monday 30 November / Tuesday 1 December, deliberately not leaving it to the 1st itself.
Treat 1 December as a day with no safety net behind it, and pull everything forward accordingly.
December salary — due Friday 1 January 2027 (New Year's Day)
This is the hardest close of the quarter. The due date, Friday 1 January 2027, is New Year's Day — a public holiday — and it sits at the end of a period when finance and payroll teams are often short-staffed. Many agents will not process on 1 January, and the days around it may be light.
Confirm the official 2027 public-holiday announcement for New Year's Day and any bridging arrangement, as these are set by Cabinet and can carry adjacent non-working days.
Suggested backward calendar:
- Approval cut-off: by ~18–20 December, before year-end absence thins the team.
- Funding + SIF submission: by Tuesday 29 December 2026.
- Clear by: Wednesday 30 / Thursday 31 December 2026, so the salary is settled before the New Year holiday rather than chasing it.
The safe framing: for the December run, aim to have salaries fully cleared by 31 December, and do not rely on 1 January as a payment day at all.

The pattern across all three is the same: do not plan to pay on the due date when the due date is a weekend or a holiday. Plan to have the money cleared on the last working day before it.
Mainland, not DIFC or ADGM
Everything above applies to mainland employers registered with MOHRE, who file the federal WPS under Resolution 340. The DIFC and ADGM run their own independent employment frameworks and salary-protection arrangements, with their own rules on timing — they do not file the federal MOHRE SIF. Pull each of the three closes into your calendar now, with the funding and submission dates set against your agent's confirmed processing days — not an assumption. Call your WPS agent or bank and ask one specific question for each date: "Will you process and settle a WPS transfer on, or immediately before, this day?" The answer turns this general calendar into your actual one.
Most Q4 payment misses are not cash-flow failures — they are calendar failures, where a weekend or a holiday sat in front of the due date and nobody moved the funding date to match.
