UAE End of Year HR Checklist 2026

Quick Summary: December is critical for UAE HR compliance. Key deadlines include the 10% Emiratization quota (up from 8% in 2025), AED 6,000 minimum salary for Emiratis, WPS compliance verification, and gratuity provision updates. Non-compliance penalties can reach AED 108,000 per missing Emirati position. Use this checklist to ensure you start 2027 without compliance issues.

The end of the year is when HR teams must close out compliance requirements and prepare for the new year. Missing key deadlines can result in significant penalties, work permit blocks, and MOHRE inspections.

This checklist covers the 15 essential tasks every UAE HR team must complete before December 31, 2026.

Emiratization Compliance

Task 1: Verify 10% Emiratization Quota

Deadline: December 31, 2026

Companies with 50+ skilled employees must achieve 10% Emiratization by year-end.

Year Required Quota Penalty Per Missing Position
2024 6% AED 96,000/year
2025 8% AED 108,000/year
2026 10% AED 108,000/year

Action items:

  • Calculate current Emiratization percentage
  • Identify gap to reach 10% target
  • Review Nafis portal for candidate sourcing
  • Document all Emirati employee records

Example calculation:

  • Company has 100 skilled employees
  • Required: 10 Emirati employees
  • Current: 7 Emiratis
  • Gap: 3 positions
  • Potential penalty: 3 × AED 108,000 = AED 324,000

Task 2: Verify Emirati Minimum Salary Compliance

Enforcement date: July 1, 2026 (already in effect)

Emirati employees must earn minimum AED 6,000 per month to count toward your quota.

Action items:

  • Audit all Emirati salaries
  • Ensure minimum AED 6,000 for each
  • Update contracts if below threshold
  • Verify WPS records match

Warning: Emiratis earning below AED 6,000 are excluded from quota calculations. If you have Emiratis below this threshold, they don't count—and you may be non-compliant without realizing it.

Task 3: Register on Nafis (If Not Already)

Nafis is the government program supporting Emirati employment. Registration provides access to:

  • Candidate database
  • Salary support subsidies (up to AED 7,000/month)
  • Training support programs
  • Pension contribution assistance

Action items:

  • Verify company is registered at nafis.gov.ae
  • Review available subsidies
  • Post any open positions
  • Claim pending subsidies

WPS & Payroll Compliance

Task 4: Conduct WPS Compliance Audit

The Wage Protection System requires all salaries to be paid electronically through approved banks.

Action items:

  • Verify all employees are in WPS system
  • Check no employees are missing from submissions
  • Confirm salary amounts match contracts
  • Review any MOHRE flags or warnings
  • Ensure December salaries will be processed on time

WPS timeline reminders:

  • Salaries due: First day of the month following pay period
  • Grace period: 15 days
  • Late flag: Day 16+
  • Work permit suspension possible: Day 17+
  • Fines and inspection: Day 60+

Task 5: Prepare December Payroll Early

December payroll often has complications due to holidays and bank closures.

Action items:

  • Schedule payroll processing before UAE National Day holidays (Dec 2-3)
  • Account for any year-end bonuses
  • Prepare SIF files in advance
  • Confirm bank processing timelines
  • Ensure WPS submission before deadline

Critical: January payroll deadlines will be affected by New Year holidays. Plan ahead for both December and January cycles.

Task 6: Review Outstanding Salary Issues

Check for any unresolved salary matters before year-end:

Action items:

  • Review any failed WPS transactions
  • Address pending salary disputes
  • Process any outstanding reimbursements
  • Clear pending overtime payments
  • Resolve any payroll discrepancies

Gratuity & End of Service

Task 7: Calculate Gratuity Provisions

Make financial provisions for potential end-of-service payouts.

Gratuity formula (basic salary only):

  • 1-5 years: 21 days of basic salary per year
  • 5+ years: 30 days of basic salary per year

Action items:

  • List all employees with 1+ year of service
  • Calculate individual gratuity entitlements
  • Sum total gratuity liability
  • Allocate financial provisions
  • Update finance team on liabilities

Task 8: Review Gratuity for Departing Employees

If employees are leaving before year-end:

Action items:

  • Process final settlements within 14 days of termination
  • Calculate accurate gratuity using basic salary only
  • Include unused annual leave encashment
  • Generate final payslip through WPS
  • Complete visa cancellation process

Employee Contracts & Records

Task 9: Annual Contract Review

Review all employment contracts for compliance and accuracy.

Action items:

  • Verify salary in contract matches actual pay
  • Check job titles are accurate
  • Review contracts expiring in Q1 2027
  • Ensure probation periods are properly documented
  • Confirm all amendments are MOHRE-registered

Reminder: Contract changes must be registered with MOHRE within 14 days.

Task 10: Verify Document Expiry Dates

Proactively manage document renewals to avoid work interruptions.

Track expiry dates for:

  • Employment visas
  • Emirates IDs
  • Passports
  • Trade licenses
  • Health insurance cards
  • Labor cards

Action items:

  • Generate document expiry report
  • Identify all documents expiring in Q1 2027
  • Initiate renewal processes now
  • Update tracking system

Task 11: Update Employee Records

Ensure all employee files are complete and current.

Required documentation:

  • Employment contract (original)
  • Work permit copy
  • Residence visa copy
  • Emirates ID copy
  • Passport copy
  • Bank account details
  • Emergency contacts

Legal requirement: Keep all records for minimum 5 years.

Leave & Attendance

Task 12: Reconcile Annual Leave Balances

Before year-end, clarify leave balances and policies for carryover.

Action items:

  • Calculate accrued leave for each employee
  • Identify unused leave balances
  • Confirm company policy on carryover
  • Communicate deadlines to employees
  • Process any leave encashment requests

Legal note: Employees are entitled to 30 days annual leave after completing 1 year of service. Leave accrues at 2 days per month for employees with 6-12 months tenure.

Use the Annual Leave Calculator to verify entitlements.

Task 13: Review Sick Leave Records

Audit sick leave usage and documentation.

Action items:

  • Verify medical certificates are on file
  • Check sick leave doesn't exceed 90-day limit
  • Confirm correct pay was applied (full/half/unpaid)
  • Address any policy violations

Sick leave structure:

  • Days 1-15: Full pay
  • Days 16-45: Half pay
  • Days 46-90: Unpaid
  • Beyond 90 days: Possible termination grounds

Health & Safety Compliance

Task 14: Verify Health Insurance Coverage

Health insurance is mandatory for all employees and their dependents (in some emirates).

Action items:

  • Confirm all employees have valid coverage
  • Check coverage extends into 2027
  • Verify dependents are covered (if required)
  • Review policy limits and exclusions
  • Process renewals for expiring policies

Requirement: Valid health insurance is required for visa issuance and renewal.

Task 15: Update Emergency Contacts & Safety Records

Ensure workplace safety records are current.
